The Scrolls found in the Judean desert are from Jerusalem. They were written by the priests who were exiled from the temple from the time of Judas Maccabeus (a prophet). They describe the enmity between priests and prophets. The Scrolls were confiscated by successive Jewish kings and kept in the Citadel. This was later ransacked by the priests during the reign of Agrippa (a prophet). The priests had rebelled against Agrippa causing Nero (a friend of Agrippa) to invade.
